NERC Compliance and Regulatory Engineering Support
Tightening NERC enforcement cycles and expanding registration requirements put significant pressure on utility compliance teams. Elliot Engineering functions as NERC utility consultants with direct experience supporting PRC, TPL, and MOD standard families. Our engineers perform MOD-025-2 real and reactive power capability verification, MOD-026-1 excitation system model validation, and MOD-027-1 turbine/governor dynamic model testing.
Beyond individual standard compliance, our NERC compliance services include compliance program development, gap analysis, and audit preparation to keep registered entities ahead of evolving regulatory requirements.
Utility Power System Engineering Services We Deliver
Elliot Engineering provides utility power system engineering services that span the full scope of analysis, design, and field execution. Our core capabilities include:
- Load flow analysis, short circuit studies, and protective device coordination per ANSI C37 and PRC-27-1 standards
- Arc flash hazard analysis with incident energy calculations and mitigation recommendations per NFPA 70E
- Relay settings development and programming for both electromechanical and microprocessor-based platforms from ABB, GE Multilin, Schweitzer, and Basler
- Substation design, including power substations, switching stations, GIS configurations, SCADA integration, and capacitor/filter bank installations
- Harmonic analysis, power factor correction, and switching transient studies
- Generator stability analysis and reactive capability verification for utility-scale generation assets
Each engagement is executed by licensed Professional Engineers who apply sound engineering calculations and standards-compliant methodologies. Our integration with Davis H. Elliot’s procurement and construction resources also provides a path to full EPC delivery when project scope requires it.
Field Engineering, Testing, and Commissioning for Utility Infrastructure
Field validation confirms that installed systems perform to specification. The testing and commissioning team works with utility operations personnel to verify protection relays, circuit breakers, transformers, and control circuits prior to energization. Protocols follow NETA ATS acceptance testing specifications and IEEE C57 standards for transformers. Procedures are documented with calibrated as-found/as-left test data. Relay testing covers SEL, GE Multilin, Siemens, Arcteq, and Basler platforms for both new installations and legacy upgrades.
Our field engineers also support ongoing maintenance and inspection programs that include periodic inspections and scans. We can also develop in-process measurements of your equipment’s performance using an AI engine to trend data for predictive maintenance.
